DETTE RESOURCES FOUNDATION Created this campaign
Dette Resources Foundation (DRF) is a Zambian faith-based non-profit organisation established in 2009 to
improve the wellbeing of vulnerable patients, families, children and women through healthcare support,
advocacy, strategic partnerships and sustainable social interventions. The Foundation’s work includes support
for oxygen-dependent patients, renal patients, persons affected by spinal injuries and medically discharged or
stranded patients requiring continued community and home based care.

This philosophy reflects the Foundation’s commitment to complementing grants, donations and partnerships
with sustainable income-generating initiatives that strengthen its capacity to deliver long-term healthcare and
social impact.
In furtherance of this approach, DRF is implementing the Dette Medical Oxygen Solutions Project, a
healthcare social-enterprise project centred on the establishment of a Pressure Swing Adsorption (PSA)
Medical Oxygen Generation Plant at the University Teaching Hospital (UTH), Lusaka, Zambia. The
project will be developed under a five-year commercial and operational framework.
1.2 Proposed Medical Oxygen Project
The Dette Medical Oxygen Solutions Project is designed to establish sustainable local medical oxygen
generation, cylinder filling and related supply services.
The preliminary technical concept provides for a 20 Nm³/hour PSA medical oxygen plant, representing
approximately 480 Nm³ of nominal daily generation capacity at continuous operation. This is indicatively
equivalent to approximately 50–60 large cylinders per day, depending on cylinder specifications, filling
pressure and actual operating conditions. The preliminary specification targets medical oxygen concentration
of approximately 93% ±3%.
The project will integrate oxygen generation with compression, storage, cylinder filling, cylinder management,
quality monitoring, backup power and distribution capability. Final specifications and capital requirements
will be confirmed through detailed engineering, supplier quotations, regulatory requirements and
commissioning.
The proposed location at UTH places the plant within an established healthcare environment and builds upon
DRF’s existing institutional engagement with UTH and the Ministry of Health. These institutional relationships
will not, however, be treated as guaranteed oxygen purchases or revenue. Commercial supply will remain
subject to applicable procurement and contractual arrangements.
